Article I - MEMBERSHIP

A. CLASSIFICATION

The following types of members shall constitute the APSI:

  1. Honorary
  2. HONORARY MEMBER
    Eligibility :
    1. Any eminent person from India or abroad who has made significant contribution to the cause of Plastic Surgery.
    2. Who has been sponsored by a "Member", and
    3. Who has been recommended by the Executive Council (recommendation from the Executive Council to clearly mention the claim to eminence and the contribution to the cause of plastic surgery) shall be considered eligible for admission to Honorary Membership.
    Conferment :
    1. On receiving the recommendations of the Executive Council, the General Body Meeting shall adopt a resolution recommending the conferment of Honorary Membership.
    2. The admission to Honorary Membership would thereafter be carried out as a formal ceremonial function with the presentation of a scroll or sanad duly signed by the President and Members of the Executive Council.
    Rights & Privileges :
    • Honorary Membership will confer a lifelong privilege to participate as an honoured guest in the scientific and cultural activities of the APSI without having to pay the Annual Subscription.
  3. Members :
    1. Full Member
    2. FULL MEMBER
      Eligibility :
      1. A surgeon who has obtained, recognised post-graduate qualification in Plastic Surgery and who is actively involved in the practice of Plastic Surgery. OR Who has gained proficiency and status in the art, science and practice of Plastic Surgery as judged by his / her participation in the scientific programmes of the APSI and his / her publications on the subject of Plastic Surgery in recognised journals and publications.
      2. Who is duly proposed and, seconded in the prescribed form by 'Members' of the APSI; and
      3. Whose name after proper scrutiny is recommended by the Executive Council; shall be considered eligible to be admitted as a Full Member.
      Conferment :
      • On the General Body Meeting approving of the admission, the Secretary shall convey the decision of the General Body to the aspirant.
      • The aspirant should then pay the required subscription and would be admitted in person as a Full Member of APSI at a formal ceremony, at one of the two subsequent meetings of the APSI.
      • Failure to appear in person to fulfill this requirement will disqualify the person for Membership, till the 5th meeting of the APSI after the one in which admission was granted.
      Obligations :
        A Full Member Shall :
      1. A surgeon who has obtained, recognised post-graduate qualification in Plastic Surgery and who is actively involved in the practice of Plastic Surgery.
      2. Maintain the abiding interest in Plastic Surgery.
      3. Observe high standards of medical ethics and behaviour, and
      4. Uphold the objectives, the good name, the dignity and the traditions of APSI.
      Rights & Privileges :
        A Full Member shall be entitled to :
      1. Participate in all activities of the APSI.
      2. Constitute the Business Meeting/General Body Meeting together with the other 'Members'.
      3. Vote at a Business meeting on any issue but particularly in matters pertaining to election of office bearers, accounts and financial matters, admission to Membership, termination of Membership, amendment to the Rules & Regulations, fixing of subscriptions etc.
      4. Stand for election to the Executive Council (Subject to the provision of relevant articles).
      5. Membership and privileges resulting from the affiliation of the APSI to various International Bodies.
      6. Receive the journal and other publications on such payment as may be decided by APSI.
    3. Life Member
    4. LIFE MEMBER
      Eligibility & Conferment :

      On receiving intimation from the Executive Council that a Full Member has paid the dues prescribed for the Life Membership, the General Body Meeting shall confer on the Member, Life Membership.

      The Obligations, Rights and Privileges :

      The Obligations, rights and privileges of Life Membership shall be the same as those of a Full Member except that the Life Member shall be exempt from payment of the Annual Subscription thereafter.

    5. Senior Member
    6. SENIOR MEMBER
      Eligibility & Conferment :

      A Full Member of the APSI of 25 years standing who has regularly paid his dues without any default in the 10 immediately preceding years.

      Who has retired from practice, and

      Who has written to the council at least 3 months prior to the meeting of APSI may on recommendation of the Executive Council be conferred Senior Membership.

      Obligations, Rights and Privileges :

      Obligations, rights & privileges of a Senior Member shall be the same as those of Full Member, except that the Senior Member will be exempted from the payment of Annual Subscription thereafter.

    7. Overseas Member
    8. OVERSEAS MEMBER
      Eligibility & Conferment :
      • A Plastic Surgeon practicing abroad, who is duly proposed and seconded by a 'Member' , and after proper scrutiny of the proposal, is recommended by the Executive Council and approved by the General Body shall, on payment of the prescribed dues, be admitted as an Overseas Member for life.
      Rights and Privileges :

      An Overseas Member shall be entitled to :

      1. Participate in all activities of the APSI.
      2. Constitute the Business Meeting/General Body Meeting together with the other Members.
      3. Vote at a business meeting on any issue but particularly in matters pertaining to election of office bearers, accounts and financial matters, admission to Membership, termination of Membership, amendment to the Rules & Regulations, fixing of subscription etc.
      4. Membership and privileges resulting from the affiliation of the APSI to various International Bodies.
      5. Receive the journal and other publications on such payment as decided by the APSI. However, an Overseas Member shall not be entitled for election to the Executive Council.
      6. Should an Overseas Member decide to settle in India, he on intimating to the APSI his intention to become a Life Member, and proof of his having become a resident Indian, will be admitted by the General Body to the "Life Membership" of the APSI without any further subscription.

    The term 'Members' hereinafter used refers to this group of members alone.

  4. Associates :
    1. Associate Member
    2. Associate Life Member.

    The term 'Members' hereinafter used refers to this group of members alone.

  5. ASSOCIATES

    Associate Members shall not be entitled to:

    1. Participate in Business Meeting, or
    2. Vote at such meeting or
    3. To stand for elections to the Executive Council. They shall not have the Membership rights and privileges resulting from the affiliation of the APSI to various International Bodies.
    i. ASSOCIATE MEMBER
    Eligibility :
    • Post graduate trainees or students in Plastic Surgery, Members of Medical Profession interested in Plastic Surgery, Dental Surgeons and Specialists in various branches of dentistry interested in Plastic Surgery or Members of Paramedical profession involved in the care of Plastic Surgery patients.
    • Whose applications in the prescribed form are duly proposed and seconded by 'Members' of APSI and after proper scrutiny are recommended for admission by the Executive Council shall be eligible for Associates Membership.
    Obligations :
    1. Regular payment of the prescribed dues (The Associate Membership will stand automatically terminated if the dues are not paid for 3 consecutive years).
    2. By their conduct, behaviour and character, to uphold the high tradition and dignity of the APSI.
    Rights & Privileges :
      The Associate Member shall be entitled to:
    1. Participate in all scientific & cultural activities of the APSI, and
    2. To receive the journal and other publications of APSI on such payments as may be decided upon from time to time.
    ii. ASSOCIATE LIFE MEMBER
    Eligibility :
    • Associate Life Membership shall be conferred on any Associate Member who has paid the prescribed dues.
    Obligations, Rights & Privileges :
    • Obligations, Rights & Privileges of Associate Life Member shall be the same as those of an Associate Member except that he will be exempted from payment of the prescribed Annual Subscription thereafter.
    D. GRANT OF FULL MEMBERSHIP TO AN ASSOCIATE MEMBER :
    1. An Associate Member may on fulfilling the required conditions, apply for admission to Full Membership.
    2. The Executive Council may, if it so deems fit and without a fresh application, recommend the grant of Full Membership to an Associate Member provided the Associate concerned.
      1. Had ab anitio expressed a desire for Full Membership.
      2. Fulfils the qualifications for Full Membership, and
      3. Is willing to fulfill the obligations associated with Full Membership.

B. ADMISSION

Admission to membership will be granted at a Business Meeting of the General Body of the APSI, on the recommendations of the Executive Council, by a simple majority of the "Members" present, subject to the eligibility provisions for each category as defined in the subsequent clauses of this Article.

C. ELIGIBILITY, CONFERMENT, OBLIGATIONS, RIGHTS & PRIVILIGES

D. GRANT OF FULL MEMBERSHIP TO AN ASSOCIATE MEMBER

GRANT OF FULL MEMBERSHIP TO AN ASSOCIATE MEMBER :
  1. An Associate Member may on fulfilling the required conditions, apply for admission to Full Membership.
  2. The Executive Council may, if it so deems fit and without a fresh application, recommend the grant of Full Membership to an Associate Member provided the Associate concerned.
    1. Had ab anitio expressed a desire for Full Membership.
    2. Fulfils the qualifications for Full Membership, and
    3. Is willing to fulfill the obligations associated with Full Membership.

E. SUBSCRIPTION

SUBSCRIPTION :
  1. The subscription referred to in this Article shall be as determined by the APSI from time to time and can be changed on the recommendation of the Executive Council at a General Body Meeting of the APSI by a simple majority.
  2. In addition to the subscription above mentioned, the APSI may prescribe an Application Fee or an Entrance Fee or both, which shall be payable as per the decisions of the APSI.
  3. On default withdrawal of privileges: A member who has not paid his total due during the previous accounting year shall ipso facto cease to have the rights and privileges as defined herein above. Longer default shall attract termination of membership as per the relevant provision of these Rules & Regulations.
  4. On Readmission: A Member/Associate whose Membership has been terminated for the non-payment of dues shall, if readmission desired by the person and granted by the APSI, pay all the dues as may have accured had his/her Membership not been so terminated plus the prescribed Application/ Entrance Fee, if any.

F. TERMINATION OF MEMBERSHIP

TERMINATION OF MEMBERSHIP :
  1. On non-payment of dues :
    Non payment of dues by a Full Member for 3 consecutive years shall be intimated by the EXECUTIVE COUNCIL TO GENERAL BODY MEETING for termination of Membership and the Membership shall stand terminated by a decision of a simple majority.
  2. On improper or harmful conduct :
    1. If it shall appear to the Executive Council that the conduct of a Member is, or has at any time been, such as to be prejudicial to the APSI and/or the objects for which it was formed and exists, the Council shall have power at its discretion to direct that notice shall be given to such Member suspending his Membership until the next Annual General Body Meeting following such suspension. Notice of 0 proposal to suspend a Member's Membership under this clause shall be given to such Members of the Council at least 14 days before the meeting at which the same is to be considered and any resolution to suspend a Member's membership shall be void and of no effect unless passed by two third of the members present at such a meeting.
    2. The suspension by the Executive Council of any member shall be intimated to all the members present at the Annual General Meeting next following the date of suspension. Furthermore the President or his deputy shall explain why the Executive Council may then propose that the suspended Member's membership be terminated. If this proposition is seconded by another Member, the President or his deputy shall then call for the nomination and seconding of two tellers. This done, the President or his deputy shall put proposition to the Members present at the Annual General Body Meeting who shall vote by ballot. The resolution shall be void and of no effect unless passed by two thirds of the Members present at the Annual General Body Meeting. If the proposition is carried, notice shall be given to the suspended Member by the President or his deputy, terminating his/her Membership of the APSI within 10 days following the date of the Annual General Body Meeting and such Member shall forthwith cease to be a Member of the APSI.
      If the proposition is not passed by a majority or alternatively if no such proposition is received by the President or his deputy, the suspension of the Member shall be lifted and the Member shall be notified of this termination of the suspension, within 10 days following the date of the Annual General Body Meeting.
